The Role

We are in search for a Sydney-based Regulatory Modeller specialising in regulatory modelling. This Regulatory Modeller’s strength will be regulatory modelling but we need more than an Excel expert.

The Regulatory Modeller will develop, maintain and interpret economic and regulatory models to support decision-making, policy design and pricing frameworks. You’ll work closely with senior economists and policy experts to produce evidence-based insights.

The role includes reviewing clients’ models before they are submitted to the regulator, developing models for clients to submit to the regulator or to support internal decision making or strategy development and undertaking a variety of analysis to support clients’ regulatory submissions, strategies and business cases.

Key Responsibilities

  • Review, develop and apply economic and financial models to support all elements of regulatory submissions, including revenue building blocks, asset value, depreciation, financeability, expenditure proposals, incentive schemes, demand forecasts, pricing, cost-benefit and other related models

  • Navigate regulatory frameworks and ensure compliance with information and reporting requirements

  • Conduct policy and regulatory research, identifying emerging trends and risks across electricity, water, gas and infrastructure sectors

  • Prepare presentations and other written analysis associated with regulatory proposals, board papers and business cases, communicating complex economic concepts clearly

  • Collaborate in a small, specialist team, contributing to capability building and knowledge sharing

  • Able to recognise client deliverable milestones, make prioritisation decisions to adapt and always meet client expectations.

About You

  • You have worked for at least the last 5 - 10 years in a regulated utility or at an economic regulator, working directly on regulatory models (revenue building block, pricing, expenditure, incentive schemes, etc) and providing a substantial contribution to the regulator’s decision or utilities’ regulatory submission.

  • You know the revenue building block regulatory framework in depth and how it is modelled in various forms in Australia

  • You have an economics degree, preferably Honours or higher

  • You are an advanced Excel user who knows the value of using models as communication tools

  • You are curious and want to understand how things work

  • You are an autonomous self-starter

  • You follow through by doing what you say you are going to do

  • You enjoy working in a team of high achievers, and

  • You always seek perfection in your work.
